Alan S. Morrison – District 1

President
Term: 2025-2028

Commissioner Morrison was born and raised in Huntington and graduated Huntington High School in 1971. Commissioner Morrison earned a Bachelor of Science in Civil Engineering from Virginia Tech in 1975, and went on to earn his master’s degree in Business Administration in 1977.

Commissioner Morrison is co-owner of CITCO Water and has been married to Catherine for 48 years, has two children, four grandchildren and is a member of First Presbyterian Church.

Bill Sanders – District 2

Vice President
Term: 2025-2030

Commissioner Bill Sanders resides in Milton, WV. His career in WV Public Education began at Guyan Valley High School. He then transferred to Buffalo High School to teach and coach and was the Assistant Principal and also served as Principal there. He then transferred to Hurricane High School where he served as Principal for twelve years until his retirement in 2004.

Commissioner Sanders taught Sunday School; led the Choir; was a Lay Speaker; and a member of The Sanders Family Southern Gospel Group. He was the Audio Technician at the Milton Performing Arts Center for 5 years; served as a Trustee and Deacon at Milton Baptist Church; and a Member of the Sanctuary Choir for twenty years.

He is a Seven Year Member of the Milton Lions Club of Milton . Mr. Sanders represents the GHPRD on the Greater Kanawha Resource, Conservation and Development Council. He and his wife, Irene, are currently Members of the River Ridge Church in Hurricane where they are joined by their Children and Grandchildren each Sunday.

David Dillon – Westmoreland District

Treasurer
Term: 2025-2028

Commissioner David Dillon was raised in Barboursville, West Virginia. David graduated from Cabell Midland High School and Marshall University. David earned a Bachelor of Science Undergraduate Degree in Sports Management and Marketing. His Graduate Studies include a Master of Science in Healthcare Administration. While attending Marshall University, he worked as a Student Intern, eventually became a Marketing Promotions Assistant for The Marshall University Athletics Department.

David is currently a resident in the Westmoreland District, located in Huntington, West Virginia and has fallen in love with the close-knit Westmoreland Community. David currently works for Huntington Federal Savings Bank as a Mortgage Loan Officer. He is married to Marissa Dillon, who is a teacher at Huntington High School. Both David and Marissa take great pride in representing and serving the Huntington Community. The Dillons enjoy taking their dog, Baxter, on walks in the Greater Huntington Park & Recreation Districts’ local parks. They both enjoy the beauty of the Community of Huntington’s Public Spaces as well as the Parks and Facilities. Mr. Dillon looks forward to the opportunity of serving the Greater Huntington Park Recreation Districts’ Board of Park Commissioners.

Dr. Rocco Morabito – District 1

Term: 2025-2030

Commissioner Morabito, a native of Huntington, has served on the GHPRD Board since 2012. He has actively participated in various committees, including the Executive Committee. He has held the position of President of the Board for several years and will conclude his term in 2024. His primary focus as a Board member has been to establish and foster numerous partnerships within the community, thereby elevating the Park System to the highest standard within the Region.

Morabito received his education at St. Joseph’s in Huntington and from West Virginia University from 1968 to 1981. He practiced urology in Huntington for a period of 40 years, during which he introduced numerous innovative and updated urology treatments to the region. He retired from active practice in 2020 and, along with his wife, Brenda, enjoys spending time with their grandchildren. They also engage in canine sports with their Old English Sheepdog, McCartney. Morabito is an accomplished musician and has played keyboard with the Oakwood Road Band for over 20 years.

Gordon D. Jones – District 1

Term: 2021-2026

Commissioner Jones was a Cum Laude Graduate of West Virginia University where he received a master’s degree in public administration. He has been a City, County and Regional Planner, a Grant Writer and a Town Manager. Commissioner Jones has been a lifelong avid historian and genealogist and the Park Board’s chairman of the Historic Committee.

Jennifer Beasley – District 3

Term: 2025-2030

Commissioner Jennifer Beasley grew up in the Village of Barboursville. After graduating from Barboursville High School, she worked as a Respiratory Therapist and a Registered Polysomnographic Technologist. She is a proud Daughter of Marshall University, with a Regents Bachelor of Arts degree.

She is the Clinical Coordinator of the St. Mary’s Medical Center Neurophysiology and Regional Sleep Center, part of the Marshall Health Network. She enjoys spending time with her sons Connor and Shaunessey, and their beloved canine, Pugalug.

Billy Chaffin – District 2

Term: 2023-2028

Commissioner Billy Chaffin is a lifelong resident of Cabell County. Billy graduated from Barboursville High School. After High School, Billy attended Marshall University and earned an Undergraduate Regents Bachelor of Arts Degree, and a Master of Science Degree in Adult and Technical Education.

Commissioner Chaffin retired from Special Metals Corporation after twenty-two years of service. Billy is an FAA Licensed Private Pilot. Billy enjoys the outdoors, especially the Greater Huntington Park & Recreation District’s Parks. In addition, he enjoys riding his Harley Davidson Motorcycle as a leisure activity.

T-Anne See – District 2

Term: 2025-2026

Commissioner See currently resides in Barboursville, but was born and raised in Huntington’s Southside, and grew up playing in Ritter Park. As a teen she was a ‘bat girl’ for Huntington High School at St. Cloud’s Park, now home to the GHPRD “All-inclusive” playground.

As a grandparent raising an autistic child, Commissioner See advocates for adults and children with disabilities, and will work to ensure access to parks for all. Having many community and political connections, she has organized events such as city-wide 9/11 remembrance services and is the Cabell County coordinator for the annual National Day of Prayer.

Personal awards include Distinguished Cabell County Resident; a Certificate of recognition from the WV Governor; and a WV Legislative Citation for “Operation Thank-You” which honors first responders in memory of 9/11 as well as other service to the community, and a Congressional letter of acknowledgement of service.

Joshua Keck – District 3

Term: 2025-2028

Commissioner Josh Keck is a native West Virginian born and raised in Cabell County. Josh’s Educational background includes an associate degree in Culinary Arts from Mountwest Community and Technical College and a master’s degree in business administration from Marshall University.

Commissioner Keck has worked as a Staff Accountant in the Healthcare Industry for two years and as a general manager of a wholesale picture framing supplier in Huntington for nearly seven years before transitioning into an Academic Career. Josh has taught accounting classes at Mountwest since 2015 as an Adjunct Instructor and started teaching full-time as an Assistant Professor of Business Technology in the Fall of 2022. Commissioner Keck’s classes cover Economics, Finance, Accounting, Management, Marketing, and Data Analytics.

Josh married his wife Lindsay at St. Cloud Commons Lodge, A Greater Huntington Park & Recreation District Facility and they have a son named Simon.

Mary Durstein – District 3

Term: 2024-2026

Mary Durstein was elected to serve as Park Commissioner in Magisterial District 3 from 2024 -2026.

Mary has been a lifelong resident of the Huntington community. She and her husband Bill live a very healthy lifestyle and spend a lot of their time in the various GHPRD parks and recreation facilities located in Cabell and Wayne Counties, West Virginia. She graduated from Huntington East High School and continued her education at Marshall University. Mary utilized undergraduate studies in Broadcast Journalism working at several local television stations.

Mary worked as an educator in the Cabell County School Systems Grades Kindergarten through Eighth, for over twenty years. One of Mary’s interests is in event planning and organizing programs. It is her hope to utilize her expertise with the Community Events. In addition, Mary plans on participating in the many arts and cultural events held at the GHPRD Parks and Facilities.

Mary’s philanthropic work includes assisting at the Hershel “Woody” Williams Veteran’s Administration Medical Center, a membership in the Highlawn Garden Club, and volunteering at St. Joseph Catholic School, all located in Huntington, West Virginia.
