McClelland Park Named to Honor Director
The Greater Huntington Park and Recreation District Board of Commissioners, in cooperation with the Highlawn Neighborhood Association, announced that 27th Street Park has been renamed McClelland Park in honor of James L. McClelland, park director, in recognition of his 26 years of outstanding leadership and service to the community, state, and nation in the field of parks and recreation.

McClelland Park, located in the Highlawn neighborhood along the bank of the Ohio River, has undergone improvements and additions in recent years.  It includes two new championship tennis courts and a regulation sized basketball court, a parking lot, and a walking pathway as part of the multi-phased park development project.  The new development plan for the park was recently presented and approved by the Highlawn Neighborhood Association and the Park District.  The new plan calls for a shelter building, playground, and gazebo that will have a riverboat theme.

During his years as director of the Park District, McClelland has led the creation of master plans for many area parks and the development of Rotary Park, April Dawn Park, Harveytown Park, and Altizer Park.  He also guided the design and creation of the walking path, tennis complex, children’s playground, and the “Room with a View” at Ritter Park.  McClelland’s outstanding skill in securing federal and state funding assistance is largely responsible for the Park District being able to accomplish development and improvements in the area parks.

McClelland has been an active member of the Huntington Rotary Club and the Huntington Area Chamber of Commerce.  He has also served as president and legislative chairman of the West Virginia Recreation and Park Association and has held numerous offices in the National Recreation and Park Association.

He has championed local, state, and national issues affecting parks and recreation, including efforts to insure the continuation of the Land and Water Conservation Fund and the Urban Park and Recreation Recovery program at the federal level.  He has been an active participant in WVRPA’s Outreach Committee to provide free technical and development assistance to numerous communities throughout West Virginia.

McClelland has served as an adjunct faculty member in the Recreation and Park Resources curriculum at Marshall University since 1979 where he has taught countless numbers of students in the professional aspects of planning, development, and management of park and recreation agencies.

McClelland is known and respected for his passion and dedication to parks and recreation.  McClelland Park will serve as a continuing reminder of his selfless contributions to this community.
